Kerry's Plan

I've been going through Kerry's so-called "Plan for America" and came across this little tidbit: "And when John Kerry puts forward a new idea, he'll tell you how he's going to pay for it." Interestingly enough, however, is that as I'm going through his plan, I'm seeing a lot of proposed programs without any accompanying statements detailing how those programs will be paid for. I guess his statement only takes affect after he's elected.
